APG Scientists File Lawsuit to Desegregate Edgewood Meadows

The resource shows a 1959 headline from the Baltimore Afro_American. The article describes a federal lawsuit filed by US Army Reserve Captain Brennie E. Hackley along with his wife. Both Hackleys were employed as chemists at the Edgewood Chemical Center of Aberdeen Proving Ground. They filed suit on the basis that they were not allowed to live in a new housing community (Edgewood Meadows) on the basis of their race.

The suit claimed that Bosely & Ward Company - the developer's real estate firm - had refused to sell them a lot and house "under any circumstance" because of their color. The Hackleys were being forced to leave their current apartment becausee the Army wanted to replace civilian employees there with military personnel.   

The Army allowed the private development Edgewood Meadows to use its water and sewage facilities, even though Edgewood Meadows was biased against people of color. Therefore, in a bold legal argument, the Hackley's sought legal recourse to suspend the development's water and sewage via the Army because the US Constitution to exclude anyone based upon race and color.
